CHAIR: Christine Kirby, Massachusetts
Assistant Commissioner, Massachusetts Department of Environmental Protection
Christine Kirby is the MassDEP Assistant Commissioner of the Bureau of Air and Waste (BAW) responsible for development and implementation of Air Pollution and Climate programs, Solid, Hazardous Waste, and Recycling programs, the Toxics Use Reduction programs, and the Underground Storage Tank Program. Prior to serving as the Acting Assistant Commissioner, Christine managed BAW’s Division of Air and Climate Programs responsible for managing air quality and climate mitigation programs. Christine has been with MassDEP since 1985.
VICE CHAIR: Katie S. Dykes, Connecticut
Commissioner, Connecticut Department of Energy & Environmental Protection
Katie Dykes is the Commissioner of the Connecticut Department of Energy & Environmental Protection (DEEP). She has served since 2019, when she was first nominated by Governor Ned Lamont, and was re-confirmed in February 2023 to serve in Governor Lamont’s second term. Katie previously served as Chair of the Connecticut Public Utilities Regulatory Authority (PURA) from 2015-2018, and as Deputy Commissioner for Energy at Connecticut DEEP from 2012-2015. Katie also serves as the Chair of the Board of Directors of the Regional Greenhouse Gas Initiative, Inc. (RGGI). Katie joined CT DEEP in March 2012 after prior service in the White House Council on Environmental Quality and the U.S. Department of Energy.
TREASURER/SECRETARY: Richard Jackson, District of Columbia
Director, District of Columbia Department of Energy and Environment
Richard Jackson is the Director of the District of Columbia Department of Energy and Environment (DOEE). He provides strategic guidance and leadership to a workforce of more than 450 environmental professionals and oversees the daily operations of five administrations that work collaboratively to protect the environment and conserve natural resources in the District of Columbia. He joined DOEE in 2008 as a hazardous waste inspector in the Environmental Services Administration (ESA). Prior to his appointment as director, he served as senior deputy director -- the second in command at DOEE. Richard spent 21 years with the U.S. Navy as a nuclear submariner operating nuclear reactors, power generation and propulsion systems, and maintaining weapons systems. He is a proud U.S. veteran.
