OTC Model Rules

 

Update on Cancelled OTC Meeting and Actions Taken to Date - March 28, 2001

The Ozone Transport Commission’s (OTC’s) 2001 Winter Meeting, scheduled to take place on March 6, 2001, was cancelled due to inclement weather conditions in the Northeast.  Click here to view the March 6th agenda. 

This meeting could not be rescheduled prior to the next regularly scheduled meeting, the 2001 Annual Meeting.   OTC has reserved some of the March 6th agenda items for its upcoming 2001 Annual Meeting, which is currently planned for July 2001.  Actions on the Resolutions and Memorandum of Understanding have been completed.  OTC has taken the following actions:

 

1.      agreed to adopt a "Resolution of the States of the Ozone Transport Commission Concerning the Creation of Incentives for Additional Clean Distributed Generation of Electric Power" (Resolution 01-1); click here to read OTC’s Distributed Generation Initiative. 

2.      agreed to adopt a "Resolution of the States of the Ozone Transport Commission Supporting the Creation of a Regional Group to Support State and Tribal Actions to Meet the Requirements of the Federal Regional Haze Rule" (Resolution 01-2).   

3.      agreed to release six model rules designed to control volatile organic compounds and nitrogen oxides emissions, and have entered into a "Memorandum of Understanding among the States of the Ozone Transport Commission Regarding New Regional Control Measures in the Ozone Transport Region" (MOU 01-1).   The MOU has been signed by all 13 States.   The model rules can be accessed below.

These model rules were developed by OTC as part of a regional effort to attain and maintain the one-hour ozone standard, address emission reduction shortfalls that were identified by the U.S. Environmental Protection Agency in specific State Implementation Plans to attain the one-hour ozone standard, and reduce eight-hour ozone levels.  A June 1, 2000 Memorandum of Understanding (MOU 00-3) designated the list of control measures evaluated as part of this effort.
